Qualifications:

The Contractor shall provide Emergency Medicine Board Certified/Board Eligible Emergency Department Physician Services on site in accordance with the specifications contained herein to beneficiaries of the Department of Veterans Affairs (VA) and the Dallas VA Medical Center. A Contractor providing onsite emergency department physician services that meet or exceed the American College of Emergency Physician Guidelines (Registered Profile Required) 

License The Contractor physicians and physician assistants assigned by the Contractor to perform the services covered by this contract shall have a current license to practice medicine in any State, Territory, or Commonwealth of the United States or the District of Columbia) when services are performed onsite on VA property.

All licenses held by the personnel working on this contract shall be full and unrestricted licenses. Contractor s physician (s) and physician assistants who have current, full and unrestricted licenses in one or more states, but who have, or ever had, a license restricted, suspended, revoked, voluntarily revoked, voluntarily surrendered pending action or denied upon application will not be considered for the purposes of this contract. 

Board Certification All Contractor physicians shall be Board Certified/Board Eligible in Emergency Medicine as defined by the following: 1) Board certified by either the American Board of Emergency Medicine (ABEM) or the American Osteopathic Board of Emergency Medicine (AOBEM), 2) physicians eligible for regaining ABEM certification, 3) board eligible (BE) Emergency Medicine (EM) physicians as defined by ABEM s Jan 2015 definition (within 5 years of graduating from an Accreditation Council for Graduate Medical Education (ACGME) accredited EM residency) and be currently certified in Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS) or equivalency. All continuing education courses required for maintaining certification must be kept up to date at all times. 

All contractor physician assistant(s) shall be certified by the National Commission on Certification of Physician Assistants and be currently certified in Basic Life Support (BLS) Advanced Cardiac Life Support (ACLS) or equivalency. All continuing education courses required for maintaining certification must be kept up to date at all times. 

All Contractor physicians shall have as a minimum 1 year experience in emergency medicine as defined by 1,000 hours.

All Contractor physician assistant(s) shall have as a minimum 1 year experience in emergency medicine as defined by 1,000 hours.

Type of Contract:

If this request for information (RFI) leads to a future solicitation, the Government intends to award a firm-fixed price contract. The performance period shall be one (1) base year with four (4); one (1) option years.

Hours of Operation: 

VA Business Hours: Dallas VAMC Emergency Department is open 24 hours a day, 7 days/week, 365 days/year including federal and national holidays.

Clinic Schedule:  Physician Services at the Dallas VAMC Emergency Department vary both in start, duration, and finish.  Each shift shall not exceed 12 hours in duration.
Patients must be seen by a Contractor physician(s) on-site at Dallas VAMC in a timely manner in accordance with VA Rules and Regulations and VA Emergency Medicine patient flow goals.  Contractor shall notify the COR at least monthly about any obstacles to meeting this performance measure.

Contractor physicians shall be available and present in clinic during scheduled shift which will be established, and may be revised, as deemed appropriate for patient care by the Chief of Staff.  Currently, normal clinic hours are 24 hours per day, 7 days per week, 365 days/year including federal and national holidays.

Off-hours Coverage: On call coverage is not required.
