1. Must be Board Certified of have equivalent experience to be considered an expert in the field of medicine.

2. Must be fully licensed to practice medicine in any State, Territory, or Commonwealth fo the United States or the District of Columbia.

3. Must be knowledgeable about medical/legal aspects of patient care in a penal environment.
